Fractured. Parts absorbed into Eurasian Concord (Gulf states, Iraq, Syria), parts nominally USA-aligned (Israel, parts of Arabia), large ungoverned zones in between. Oil and gas infrastructure is the only thing all three blocs maintain cooperatively — destroying it would harm all three equally.
